Expert Witness Testimony

Dan Fraser spent over two decades in law enforcement and retired as a Sergeant with Calgary Police Service in 2020. The bulk of his career was in patrol and also included many years as a full-time tactics instructor. He has trained thousands of officers in control tactics, high risk tactics, firearms, emergency vehicle operations, excited delirium, use of force and interpersonal communication. During his 20 years with the Public Safety Unit (Riot Team), he policed and supervised at hundreds of large events and lead a team of specialty munitions operators. 
Dan has numerous instructor and instructor-trainer level certifications, including in the areas of vascular neck restraint, Conducted Energy Weapons and specialty munitions.  He has specialty training in use of force analysis and investigations, crisis (hostage) negotiation, close protection, reality-based training and sports hypnosis. 
Dan has attended dozens of law enforcement conferences and seminars and has presented at over 20 in Canada and United States. He has delivered training to officers from hundreds of police departments and partner agencies including the RCMP’s National Tactical Training Section, NYPD, Ontario Provincial Police, and US Army Military Police.  
In his last few years with the Calgary Police Service, Dan was part of a small working group tasked with researching, procuring, developing and delivering training for a less lethal impact weapon for patrol.
Dan has provided written expert opinions on police use of force to several agencies. He has published articles in numerous law enforcement magazines and journals. He is a Master Instructor and Canadian Director of Training for the Reality Based Training Association (RBTA.net). As a Methods of Instruction trainer with Raptor Protection (Raptorprotection.com), he continues to train officers all over Canada in instructor development and human factors in use of force. He is a current Reserve member of the RCMP.
